A page is not a word-processing document
A Word file stores document structure intended for editing and reflow. A PDF often stores positioned drawing instructions. That is why changing one sentence can be difficult and why converting a PDF back to Word does not necessarily restore the original document.
Check what your file contains
Try selecting a sentence in a reader. If only a whole image is selectable, the file may be a scan. Text extraction needs a text layer; a scan normally needs OCR. A file extension alone does not tell you which kind of content is present.
Choose the smallest useful change
To combine finished pages, use Merge PDF. To share only a section, use Extract Pages. To add a short label, use Add Text. Keep the editable source file for substantial changes and export a new PDF when the design must stay consistent.
